release of osu!lazer when running the non experimental Direct3D 11 renderer

- This makes the design of the chevrons fit better with other gameplay elements
- This applies to fan slides too, though it is less noticable

- Slides will now give the player a perfect if the star intersects with the detection region of the last slide segment prior to reaching the end.
