As we can more features that talk over the network (#18480, #18955), I believe there might be some users that wish to mute these features, because they don't want their robots ever talking to the internet.

Mostly the right way to do that is with OS firewall settings and such, but it would also be a kindness for Drake to offer an environment variable to opt-out of these features.
