Summary

This pull request adds a new service type to bitbots_msgs and implements it in the webots simulation interface and the teleop script.
The service allows to add a force to the robot repeatably to test e.g. robustness of stabilization or walking

If not already, please make sure calling this new teleop functionality on the real robot does not break teleop.
