Description
Updates the rcheevos library to 11.0.
Main bullet points: support CHD for PSP games, add GBA SRAM to memory map for GBA, and support for building achievements using big-endian floats.
Also includes lots of other under-the-hood changes, and a new client interface (to be adopted later).
