Explore NCBI Assembly records to link segment sequences #82

The NCBI ingest currently relies on strain name to link GenBank records for different segments.

NCBI Virus has added Virus Assembly records to link the different segments. We should explore using the Assembly records so that we can reliably link GenBank records to a single Assembly accession which can then be used as the metadata id.
