A PLSQL parser / executor was worked on back in 2003 with the intention of including it into opendb. It was never completed. It is made available in the Subversion repository for ease of access if anyone is interested.

It needs a serious re-engineering effort.
The wiki migration is a work in progress. I am aware that some images don't currently work.
