You are a district water engineer (ENG) supporting the repair of water points in a region. You can recognize a water point, as it resembles the below image. Your expert time, represented by binderclips, is limited, and you carry some spare parts (gears) with you on your rounds. Community Organization (ORG) representatives have a deep understanding of where some water points are, and some understanding of what needs to be done to fix a broken water point. You can identify other ENGs by their yellow sticker and members of ORGs by their colorful sticker (one color per region; each region has four water points).
By the end of the game, every ORG should have at least 3 of their 4 water points working for the whole region to be able to sustain development. Otherwise, your entire region fails thrive in the coming dry season.
ORGs might try to trade you clips for parts, which the market decides -- but if they’re paying you for your time, it’s a clip-to-clip exchange, regardless of size.
You’re busy, so it’s mostly up to the ORGs to find you and let you know what’s needed. You win by having the most paperclips at the end of the game.
You get more resource units (small paperclips) for repairing a water point and reported to the Ministry of Water (payment for working), at one per reported repaired point. You can identify the Minister by her blue hair.
