You'll need to print out water points. There should be 4 per community.
Each water point needs 4 parts. Just like life, it isn't a perfect match up, so printing out more than necessary of one sort, and just shy of enough on one or two of the other parts will more closely approximate reality. The following, printed 4- or even 6-up works nicely.
The point of Taarifa is to ease workflows around reporting and subsequent maintenance of infrastructure (in this game represented by water points). Know what the reporting phone number is, and the reporting schematic. This can either be announced during a facilitated session, or offered via printout for a pervasive game.
Water pumps aren't just about parts being available, it's also about the time and expertise necessary to repair. In facilitated workshops, it's possible to arbitrarily limit how many pumps are visited through time limitations. In a pervasive game, this must be represented in another way. Using paperclips for communities, which count as 1 unit, and binder clips for engineers seems to work well - an engineer's work is "stronger," and counts as 2 resource units.

Have colorful stickers for community members to identify each other and the engineers.
