Rules Clarifications

• No company may upgrade NZO's home (H13) until NZO has laid its home station. This is likely meant to ensure that NZO gets the first shot at orienting the track for itself.
• P2 can only be used to place a station in a hex with no track whatsoever. It also cannot be used to place a token in a hex that is still blocked by a private company that hasn't yet closed or been purchased by a corporation.
• NFL has a 30% president's certificate.
• While the rules link says that P1 gives a $20 discount, Helmut confirmed to me over BGG Geek mail that it should say $40.
